As the state tries to get a handle on the prescription drug problem a new one is popping up: heroin.
Pill mills have been shut down and new laws are making it tougher to get prescription drugs. To get their high users are reverting back to the cheaper heroin.
Ohio State Highway Patrol Lt. Anne Ralston says it's being delivered to the state's biggest cities where it is broken down and distributed to smaller communities.
Adams County Prosecutor David Kelley is seeing it. He's frustrated by a lack of tough laws for trafficking the drug. first time offenders with a clean record are mandated to get probation. Kelley calls it one free sale.
