(AP) A report four years in the making says Ohio jails should do everything possible to maintain populations appropriate to the size of the facility.
The report by Ohio Department of Rehabilitation and Correction researchers says jails should also reduce the number of inmates they hold who are awaiting trial and avoid the use of temporary beds whenever possible.
The 107-page report released late last month also recommends limiting new inmates' booking waits to 90 minutes and providing sufficient space for suicide watches.
The report criticizes security policies that call for jailers to move through facilities to keep an eye on inmates, saying it's more efficient when guards remain in the same areas.
