Chillicothe Council combed through the 24-page draft lease for the restored Carlisle Building
The primary negotiator for the city, Mayor Jack Everson, said council members did a good job of picking out items that did not allow a level playing field. He said he would not sign the city up for a no-win deal, which would be just another tease to save the Carlisle Building.
The Mayor sees the project as getting money flowing within the city, even if it is "bootstrapping," with taxes from local restoration employment and supplies spilling over into city coffers to help pay for the start of the city's lease in 2015.
But can this be negotiated in time? Everson says anything is possible. He said the proposed contractor and owner, Mike Chesler, wants this to happen, and has a September 30th deadline.
The next review session may be just before next Monday's legislative session.
