Chillicothe Council Appointee Neal Speaks

Monday's special session was the first official appearance for new councilwoman Beth Neal.

Neal was anxious to be able to vote Monday night, and managed to be sworn in, about 4 in the afternoon - so she could vote on the resolution to support the hoped-for rebirth of the Carlisle Building.

She works in a family business that includes two Chillicothe grocery stores: the "Save a Lot" on the far western side...and the "Corner Market" on the far east. She says she's mostly a human resources director for the company - but like most family businesses, she does what is needed.

But yet, council is not her first job in the public sector - she says she worked at the VA hospital for 16 years, and is familiar with government budgets.

She admitted it has been a whirlwind for her since being selected by the local Democratic Party Thursday.  As a replacement for Napoleon Cross, her term will end after December 2013.

She says has not had the time to list specific goals, but one looms before her - the city budget, and the hole it appears to be in.

But her first motion in council last night...was to adjourn the brief session!

State law allowed city auditor Tom Spetnagel Jr. to swear in Neal, since all the judges were unavailable.
